The following are the highlights and the full recording of the Borough of Hopatcong Council Meeting that was held on March 17, 2021, by Zoom Technology.

Proclamations for Cub Scout Pack 194:

Pack 194 Video In1During the March 17, 2021, Council meeting, Mayor Michael Francis read the Proclamation and thanked the scouts for their sense of community involvement and concern for others, which makes scouting so important to the Borough. Several members of the Council also took time to thank the Scouts and recognize their hard work to achieve this level.

Note: The Arrow of Light Award is the highest rank in Cub Scouting.

Meeting Highlights for the Public:

The following should be considered the more important community developments for residents:

  • Cub Scout Pack 194 received nine proclamations for members that achieved the Arrow of Light Award during 2020 and 2021.
  • The introductory Ordinance banning Cannabis in the Borough of Hopatcong passed, with the final reading currently scheduled for the April 7, 2021 meeting.The town hall meetings will now start in May, and the council will have a committee to review the ordinance.
  • The Hudson Charity Hike that Benefits Hopatcong has been canceled for 2021.

Council Member Updates:

  • BCM 03 17 2021 In2Community Center still has a few spots open for Wellness Yoga on April 6, 2021, anyone interested please call the community center. Call (973) 810-3238
  • The Community Garden has 18 spots available (120 or 140 sq foot plot), they are in full sun, ample water supply, and fenced for deer protection. Call (862) 243-2201

  • The Recreation Department will be holding a summer learning program two days a week ($200.00 per child) instead of the Summer Camp this year.
  • The Hudson Charity Hike that Benefits Hopatcong has been canceled for 2021.
  • Councilmember provided thanks to the Sussex County Vaccine center at the fairgrounds, he found them most helpful through his two-shot process.
  • Hopatcong Schools awaiting three weeks in yellow COVID status to start the reopening process.

Administrators Report:

  • Hudson Sewer installation in the first week has 1,000 feet of pipe installed.
  • Sports Park is receiving new fencing and Back Drop.

Public Comment:

  • BCM 03 17 2021 In3Multiple members of the public spoke on the pending Cannabis Ordinance, due to the length of each public comment, we ask that you watch the shorten video to your right to fully grasp the full message from each speaker (both for and against).
  • Resident asked about the length of proposed summer camp proposal as it does not help working parents.

  1. Ordinance 5-2021, Amendment to §242 to add prohibition for the sale or manufacturing of cannabis. [Passed]

Note: Discussion of the proposed Ordinance elicited comments from many of the council members, with Jennifer Johnson moving to table this until more information is obtained, and with Borough Attorney John Ursin providing legal feedback to the council members as requested.

Mayor’s Comments:

The mayor briefly hit on several Subjects:

  • Further congratulations to Pack 194 for reaching the Arrow of Light Awards
  • Working on the Grant Completion for an Electric Car Charger in the Borough Parking Lot
  • The Sewers on Hudson Ave are coming along nicely, a letter will be sent out shortly to all involved parties.
  • The Crescent Cove Bubblers will be turned on shortly to start their second year of operation.
  • The healthy discussion on prohibition for the sale or manufacturing of cannabis.
